Outcomes of the Roundtable Discussion “Medical Cannabis in Ukraine: A Dialogue Between Government and Business to Ensure Patients’ Access to Treatment”

The Verkhovna Rada of Ukraine’s Committee on Public Health hosted a roundtable discussion titled “Medical Cannabis in Ukraine: A Dialogue Between Government and Business to Ensure Patient Access to Treatment,” which brought together representatives of government agencies, patient organizations, manufacturers, pharmacy chains, and the expert community.

In the days leading up to the event, questions were collected from market participants and the patient community. During the roundtable, representatives from the Ministry of Health, the State Expert Center, the National Police, and other government agencies addressed the most pressing of these questions and outlined next steps to remove practical barriers to patients’ access to treatment.

Key topics of discussion included:

• improving regulatory frameworks;
• amending Cabinet of Ministers Resolution No. 770;
• procedures for prescribing and dispensing medical cannabis-based medications;
• licensing, quotas, and other practical issues related to market operations.

The main issues raised during the discussion have already been taken up by the relevant authorities, and the Ministry of Health has confirmed its readiness to work on the necessary amendments to the regulatory framework to improve the practical application of the legislation.

There is still much work ahead, but it is precisely this open dialogue between the government, the professional community, and the business sector that is essential for creating an effective system centered on the patient and their right to timely treatment.
