Which European country has the highest level of cannabis consumption?

According to the European Drug Report 2026, approaches to cannabis vary from country to country, but issues of regulation, safety, and quality control are becoming increasingly relevant.
Among the countries with the highest proportion of adults who reported using cannabis at least once in the past month, Spain leads with 10.5%, followed by France at 6.3%, the Czech Republic at 6.1%, and the Netherlands at 5.5%
At the same time, France has the highest rate of lifetime cannabis use among the adult population. More than half—50.4%—of respondents reported having used cannabis at least once in their lifetime. Spain ranks second at 43.7%, followed by Denmark at 37.6% and Italy at 34.8%.
It is important to note that these data reflect not only usage rates but also the different approaches countries take toward regulation, access to medical programs, and the formulation of health policy. European countries continue to seek a balance between control, safety, product quality, and patient needs.
